About this role

We are an Atlanta-based business seeking a Senior Research Consultant specializing in Elder Care Compliance & Regulatory Strategy. This Consultant will lead a comprehensive review and mapping of regulatory and compliance requirements across the United States.

The primary objective of this short-term contracted engagement is to design and establish a detailed state-by-state compliance matrix (Industry Compliance Audit) that outlines:

·      Regulatory requirements and oversight structures

·      Initial and ongoing workforce training, certification requirements specific to senior/elder-care

·      Key regulatory agency contacts by state and region

The ideal candidate is a former regional or national director within a large senior living or multi-state elder care platform who understands the operational realities of regulatory compliance and workforce training at scale. S/He has worked across multiple states, navigated inspections, and built systems that scale. This individual has translated complex regulatory environments into structured, actionable systems designed for the senior/elder care workforce.

Key Responsibilities

Regulatory & Compliance Mapping

  • Identify, document, and prioritize state-by-state regulatory and licensure requirements for:
  • Assisted Living Facilities (ALFs)
  • Independent Living Communities
  • Memory Care Units
  • Home Care / Home Health Services
  • Analyze variations across states related to:
  • Licensing requirements
  • Staffing ratios and credentialing
  • Clinical oversight standards
  • Resident rights regulations
  • Safety, reporting, inspection, and enforcement requirements
  • Medicaid waiver programs (where applicable)
  • Document renewal cycles, audit frequency, and enforcement mechanisms

Compliance Matrix Development

  • Build a structured, scalable compliance matrix that includes:
  • Regulatory authority by state
  • Governing agency names and departments
  • Key contacts and reporting channels
  • Required documentation and submission processes
  • Timelines, renewal cycles, and approval pathways
  • Develop a comparative framework highlighting key regulatory differences across states
  • Identify opportunities for standardization where feasible

Agency & Stakeholder Identification

  • Identify and document primary oversight agencies and regulatory bodies in each state
  • Map escalation pathways and key departmental contacts
  • Where relevant, outline intersections with federal oversight bodies (e.g., CMS, Medicaid)

Strategic Advisory

  • Provide insight into regulatory risk areas for multi-state operators
  • Identify compliance trends and emerging regulatory shifts
  • Recommend operational structures and workforce development strategies that support multi-state compliance alignment, including initial and ongoing training and certification
  • Integrate risk mitigation considerations into workforce training frameworks

Required Qualifications

  • 10+ years of senior leadership experience in one or more of the following:
  • Assisted Living
  • Senior Living
  • Home Care / Home Health
  • Multi-site elder care operations
  • Director-level (or higher) leadership experience within:
  • A large, assisted living platform OR
  • A multi-state senior care delivery system
  • Demonstrated experience overseeing regulatory compliance across multiple states
  • Deep familiarity with state-level elder care licensing and regulatory structures
  • Proven ability to interpret regulatory language and translate requirements into operational frameworks
  • Experience working directly with state surveyors, inspectors, and/or regulatory agencies
  • Strong strategic, analytical, and documentation skills
  • Must be able to pass a Georgia background check

Preferred Qualifications

  • Experience building compliance programs from the ground up
  • Prior consulting experience
  • Exposure to Medicaid waiver programs and reimbursement structures
  • Legal or compliance credentials (e.g., CHC, RN, LNHA, JD)

Work Arrangement

  • 2-3 month contract engagement
  • Flexible hours with defined milestones and deliverables, including:
  • Weekly progress updates
  • Executive-level summary presentations of findings
  • Remote position (U.S.-based required; occasional travel may be requested)
  • Competitive compensation, commensurate with experience
